It's the first WaPo article from yesterday; link is in the PB discussion on the same issue. I think BRC's pointing to the fact that the cops held an on-campus public meeting to discuss the issue, then nixed the program the next day. Not a sign of confidence or intransigence.
There's a history here. It's a university town and therefore marginally better than its region on race relations, but Wynton Marsalis was arrested in Charlottesville in 1984 following a concert on campus because he was mistaken for a robbery suspect. Oooooooooops.
