Yes, but that's hardly surprising. It is designed less to deal with "puffy shirt" (which is really caused by the shirt being cut too wide) and more to deal with "shirt creep" which is just as bad and lets the shirt get all bunched and twisted around in a weird way that you don't see much anymore because now the problem is puffy shirts. This problem is also largely solved by having longer shirttails, which stay tucked.
I would imagine that shirt garters would, indeed, make most people feel pretty silly (I also understand that, if worn too tight, they can look very weird when you sit down), but I also imagine that its surviving practitioners would feel undressed without them.
