So, my first question is how do I get my wife to stick to our agreement? And second, if she agrees that this couple should not stay, how do we tell them off without hurting their feelings (the quality of your answers to the second question may directly impact my ability to get my wife to agree on the first issue).

Is any member of the family allergic to animals? If so, run out and adopt an animal and then tell them with regret that they would probably be more comfortable in a hotel. ANd as an added bonus, you'll have a pet for the next 10-20 years. Oh, is that too much of a life change?
Ok, then tell them that as much as you are looking forward to their visit, that they might be more comfortable staying in a hotel this time because [___________]. Then make up some reason. Remodeling project, busy at work, termite problem, house not childproofed, etc. Then change the topic as quickly as you can to meeting up somewher (other than at your house) for dinner and drinks.
