I'd have to vote MASH. I understand Newhart was amazing, but I never watched and so wouldn't know.
Had BTVS ended with the battle v. the Mayor at graduation, it would have been up there.
eta - good point about the crying about the chicken, but at the time I remember it was pretty effective.
