No, but you can compost them.
If you were in Stumptown, you could put noxious weeds (ones you don't want in your own compost pile) and other yard debris out to the curb alongside your garbage every other week, and Metro would compost it for you (making sure it gets hot enough to kill all weed seeds, etc.).
