But, I know plenty of women who tell me all about the comments they receive. Usually, it's annoying (and I understand that), but I have heard from hot women the following: "How do I look today? I haven't heard one comment all day long and I walked here all the way from [whatever] st. Do I look bad today?" Insecurity aside, I take it such comments aren't always perceived as negative.
While this might not actually mean that they like hearing comments on their appearance, it does mean some women take note. And my question still stands. Is it always a bad thing?

Really? You've heard
women (plural), say they were disappointed that they didn't hear comments from strangers on their walk from point A to point B? I'm not saying you're lying, but that is so far out of my realm of comprehension as to leave me dumbfounded. No doubt such women exist, I've just never met one.
Now, this is just my opinion (I don't pretend to speak for all women -- but, without being too presumptuous, I
think I can speak for the women of my personal acquaintance), it is always (or as near to a mathematical certainty as is humanly possible) a bad thing to hear shouted comments about my appearance from men I don't know.
Sure, I can construct a hypothetical where an unsolicited comment might not squick me out or make me feel uncomfortable, -- say, some dude in an elevator makes a polite comment -- says he likes my suit (or whatever). However, I think the kind of comment you are talking about (or that this unending thread is talking about) are along the lines of "hey baby, lookin' good" (and its ilk) comments that carry that whiff of sexual innuendo, a slightly leering quality, that is at best unappealing and at worst, threatening. That's never good.
