Yes, but it reaches new levels when the neo-cons have nothing else to say. Confronted with the reality that Americans are torturing prisoners, and with steadily increasing evidence that this was not a few isolated instances but rather a systemic and systematic procedure that was approved and supported high up in the chain of command, and all they can do* is claim some connection to 9/11.
* well, not all they can do. They can also lie about what actually occurred, by claiming that it was nothing but making people wear panties on their head when even the admissions of the US military -- not to mention photos published in every major newspaper -- demonstrate that it is far, far more.
