That is the one and the mother does not object to the picture. The link includes a story about her and the effect of the picture. Here is a quote:
- For a while, [the photographer] worried his picture might be upsetting the baby's mother. But a couple of weeks after the bombing, he saw [the baby's mother] on the evening news saying she was proud her daughter had come to symbolize the innocence of the victims.
There is also a discussion of the disputes over the profit-making use of the image, but that is a different issue.

That is not uncommon since you were in NYC when 9/11 happened. I am sure those who were in Oklahoma City when that bombing occurred have similar feelings when they see pics of the murrah building. But I don't see the problem with posting those pictures if it is for a legitimate reason.
