Ever since they dammed lake ontario to form the niagara falls, the salmon have had a nearly impossible time returning to their original spawning grounds in lake huron.

The short answer is that there are no salmon in the Great Lakes. Burger is making a joke that involves contemplating that if there were salmon in the Great Lakes, they would have a tough time swimming upstream (as is their wont) over Niagara Falls.

Eta that I could be all wrong as Hank says there are in fact salmon in Lake Michigan.
