A couple of comments:
1: Given how women are shaped,and where they tend to collect pockets of hard-to-dislodge fat, going up or down 6-8 dress sizes through fairly moderate lipo doesn't shock me. I've known a number of women whose dress sizes are entirely determined by hips or boobs that are all out of proportion to the rest of them. I myself frequently fit a size 4 in jackets and a size 10 in skirts, and I don't even look mildly out of proportion. Suck 3-4 pounds off my ass and hips, and I'd go from a 10 to a 4, no problem. That's not even a serious lipo procedure, it's in the "suck and go" outpatient category.
That covers the 10-2 change, at least. The 20-12 could be the same thing, though I must admit it does seem to raise the "um, diet first" thoughts more readily. Lipo is not supposed to be a weight loss tool, it is for sculpting weird things diet and exercise don't get rid of.
2: I guess you need to define what is your basis for considering some sizes "normal." You are right that the "average" size of an American female is a 12. I dispute that that is "normal." Since the average height of an Aamerican female is 5'3" or 5'4", size 12 is usually not normal but overweight. Not that lipo is the answer, but, frankly, the healthy "normal" weight for most of us is closer to a 2 or a 4 than a 12.

I agree, and I have no problem (moral or otherwise, and of course, this is a personal decision women make, so who am I to say anything, I'm just sharing my opinion) with women wanting to look better, or getting a quick fix, or anything like that.
My concern is, in my experience with women who have had brest implants (somewhat limited, but significant enough to have an opinion) is that they don't just want to look better or sexier or have a quick fix or whatever. Like the original article mentioned, they think that these physcial changes to their bodies are going to make them different people: more confident, more attractive, more successful, more ablt to dictate that men treat them better, richer, whatever.
They view a physical change as something that is going to change the way they feel about themselves. And I don't think that's healthy. If you don't like yourself, even if you can make you like yourself more for a while with some breast implants, that's not going to make yourself like you in the long run. Even if you keep doing all these crazy things to your body to make yourself look better. And, compared to the strippers that I have known (never known any prostitutes), women who have had breast implants seem to share the same sort of feelings about themselves. They view their bodies and their breasts as a reason for men to be attracted to them and a reason for men to treat them a certain way. There's a difference between a man thinking "Wow, she has really sexy breasts" whether they're real or not, than a man thinking "Wow, her breasts are the first thing I notice, the only thing I think about, and the reason I want to get to know her." I think that the former is healthy, and I think that the latter thing is kind of sad. The women with breast implants I've known have welcomed the latter kind of attention, probably because they haven't got a lot of the former or similar, like "Wow, she is sexy", before.
Like I said, I have nothing against barely_legal's mom (in particular, I think that an older woman in a long-term relationship is more likely to be getting them for what I superficially judge to be a "good" reason, even though I know nothing about the specific situation) or barely_legal or the idea of fake breasts. I just think that the situations in which women get them are often indidative of other things.
If you disagree with my assertions about the reasons women are getting them, that's fine. Say so. But it's silly to characterize breast implants as good just because women could do them for a "good" reason. You can also be a stripper for a "good reason." It's just not usually the case.
