Seriously, I have a coworker with three kids under the age of 8 who regularly takes them to Vegas. It's not that difficult as long as you plan to spend most of your time by the pool (although summertime? ugh) instead of in the casino.
when my kids were like 7 or 8, we bought into the "family friendly" Vegas thing. It was sort of a lie, although the flyers that litter the streets did give us an organic educational opportunity to explain prostitution. I remember walking down a hallway with the kids and finally seeing another family with kids walking in the opposite direction. the dad looked me in the eye, and we exchanged a look that said "sucker."

OTOH- my hotel had perhaps the best child care I ever saw. No surprise if you consider the prime directive.
