The answer is actually in TCOTU feelings. To be on the center would require a geometric definition which contradicts the feeling that the entire (or at least most of it) island is the center and one would line in the center.

When you say “Contraceptive advertising must stress health-related uses rather than the prevention of pregnancy", are you saying that pregnancy (and the prevention of) is not a health related issue? Because I'm pretty sure that a hospital stay is inovlved.
