I know that "this behavior" did not abate, despite her tongue-lashing.
And, if Nagin is to be believed, her inability to make a decision cost the lives of the 24 hours she evidently needed in order to decide what to do.
Her comments and demeanor did not inspire or give people anyting to hold onto. She dissolved, which is not leadership.
