You may want to look at some of the choice words that Hoover had for FDR, or a bit of the color Van Buren visited on his successors, or perhaps even a little bit of John Adams' endless whining about his successors. From what I can figure out, this notion that current Presidents don't get criticized by past Presidents dates roughly to the period in the 70s when all the former Presidents were either dead or looking to avoid time up river.
