They're pretty tight on these things, since once the baby is overseas, it's pretty tough to get them back (if she were trying to do that . . . )

A friend of mine was kidnapped by his father and spent most of his youth in Cuba. I suspect his mother wished for tighter rules on such things in the 70s.
