I can't vouch for the numbers, but the procedure banned (or at least the one they are talking about; whether the law is overly broad and covers other methods as well) is very rarely used. It is performed late in the pregnancy when other abortion options are not available. There's pretty much no escaping that this law primarily has rhetorical value and does not really address 99% of the abortions performed in the US.
