I think it qualifies as cult. A lot of true Clockwork fans have also read the book and gotten into the language of Clockwork, much like many Star Trek geeks get into speaking Klingon.

I must note for the record (and to keep my geek status intact) that Klingon actually is a separate language with an independent functioning vocabulary and grammar, rather than just being a collection of bits of pidgin Russian one may toss into English.
