Dude, that says cover their bosoms and not display themselves, not that they should hide their faces. (I guess it depends on what body parts you think are central to beauty.) I thought a more traditional interpretation was "dress modestly" which often includes covering the hair (hair traditionally being a woman's chief beauty in much of the world), and everything else was tribal gloss on a basic "don't go around like a ho" statement.
