People have been known to recover. A friend had one in high school. Full mental recovery. Physical recovery was a bit tougher for him, but it is totally case by case. It depends on the size of the vein/artery that ruptured, time it takes to get to the hospital, etc.

PS. Not everyone dies/is brain damaged as a result of a stroke either.
