I think it's less of a time thing and more of a consent thing. B/c of the apparent nature of Guy A and Guy B's friendship (which seems very close), Guy B should ask Guy A if their friendship will be jeopardized if he asks out Girl.

The above may have already been said, but I haven't been paying attention.

In other words, chicks are a dime a dozen, but friends are for life.
