well, that statement is wrong. It was a merger, but AT&T was made the bitch of SBC, although SBC took the higher-value name (or didn't want to sully the SBC name).
As for transitional period, i guess you really have to fuck things up to have existing customers get screwed by the integration of new customers (those formerly served by AT&T) into the system.
