In some mens' rooms -- the urinals are at the far end, or in a separate area -- which would eliminate the possibility. On the whole, however, I'd say such "exposure" is harmless if it is inadvertent and just in passing. You must recall that every little girl in America will almost certainly have seen her father peeing by the time she is 2. [Unless, of course, the father is never, ever left in charge of the little darling.]
