Hence the reason that excessive drinking and recreational drug use are discouraged in this country by Dram Shop Acts, limitations on the sale of liquor, and outlawed recreational drugs.

But all of those behaviors are almost explicitly labeled "cool" by the prevelant culture. We may make things illegal, but the perception of good or bad doesn't always swing on that distinction. Speeding is lillegal, too, but look how many people went to 2 Fast 2 Furious (or whatever it was) and then bought Subaru's.
