That's a good theory.

Unfortunately, the directors left the question unanswered. That was a failing of the movie, in my opinion.

A simple explanation like yours would've taken about 10 seconds of screen time to shoot and would have increased my enjoyment of the movie quite a bit:

Scene: In the convenience store after Selena and the other guy rescue Jim and explain what's happened.

Jim: So, why don't they attack each other?

Selena: We're not exactly sure, but as far as we can tell, the rage is really a desire to spread the virus, so the infected have no need or desire to kill their own kind.
