He's an egomaniac. His solutions are conscious things. He would not, I think, accomplish aims and goals through means that make him, or his administration of his country, appear to be inefficient, careless, or inept, as a large train accident does.
If he wanted them dead, he wouldn't hesiate to kill them directly.
