That whole episode really pissed me off. When they were at dinner (in the dream), I found myself saying, "what the hell is this crap?" and I don't think I have ever done that during the Sopranos before. I did like the Lionel Richie revival at the very end though - that song is so bad it always cracks me up.

Not that this is an apology for the episode, but the dinner scene was an homage (or cheap rip-off) to the scene in The Godfather where Michael kills the cop and the mob guy who wants to start moving heroin in through the Corleone family's street network(Salazzo, I think was his name).
I wasn't a fan of the episode, but occasionally the writers feel the need to show how clever they are by doing these "dream shows" that allow them to string together their interpretation of famous gangster movies. Brain De Palma and George Lucas have done much better, actually using such scenes to advance the plot and development of the story.
