That's ridiculous. Bush has not governed as a conservative. Yes, he gives lip service to the social issues, but what "conservative" legislation has he proposed? On fiscal issues, he has been more"libertal" than Clinton himself was. So to say that he would have been better off because he would have been more moderate is just a backdoor way, clever I may add, to cast Bush as out of the mainstream.
