You have to have procedures to do things consistently across many, many people. Consistency is, generally speaking, fairer than inconsistency. Inconsistency leads to lawsuits, which are higher in costs than having a procedure.

I agree that it can get out of hand and that some people take it too far, but shit, would you want people who can't even really figure out how a procedure works to have discretion over each individual decision?????
