It's time to go home--you can research where the spending increases are. But a quick look at the 2005 proposal--very quick--had low single digits in all discretionary spending except for those two categories.
To be fair, drug benefit is mandatory, I think, as part of medicaid. So that might be a chunk too. But it's not porkbarrel in the traditional sense.
