The reengineering of land/rivers that makes it possible to have deep-water ports in Idaho and Oklahoma is part of the problem, not a solution. You have to dam stuff and dredge the hell out of things and make damn sure rivers don't change their courses to ensure that those deepwater ports stay accessible. Going further up the Mississippi is not going to help. Plus, there is already a fuckload of infrastructure built around NOLA being a center of commerce -- have you seen the network of railroad tracks around there? All of which are loading up containerized cargo from the ships in the port and distributing it throughout the country.

After 5+ years, I still fervently wish that Bush would either develop less of a tin ear in extemporaneous remarks, or just stick more religiously to his prepared remarks, and not even try.

Major-ass landfill is a better solution, if you aren't worried about burrying a 250 year old historic city. Which may not be such an issue now. However, industrial park alone doesn't solve the problem - you need a whole city for the workers & their families to live.
