what does the chart even mean? my average minimum temperature was not 0 to -10.

The chart makes no sense to me either. And even if the legend did make sense, I am not sure that a 16 year period really means much to the political/policy debate about global warming.

The statistic refers to the average annual low temperature, as the site from the folks who published the map reflects.
