Did anybody see this piece on the 20 Worst Crime Rhymes in pop music history? I think they really phoned it in here. While some of the songs mentioned are pretty bad, I think any list that doesn't include

Paul is a real estate novelist
Who never had time for a wife
And he's talking with Davey
Who's still in the Navy
And probably will be for life

in the top five has no credibility.

I've made it pretty clear on the PB where I come out on the rules vs. discretion thing, and this is just another example, I guess. Your second sentence here makes as much sense to me as saying, if prosecutors are going to have some discretion, why have criminal laws at all? So, I agree to disagree.
