That's the problem created by Interior entering into sloppy contracts. The lack of royalty payments arguably makes sense when oil prices are low.

My point is that the politicians are to be trusted less with the nut than they are with the annual flow of payments that you could buy with that nut. The one-time lump sum is especially dangerous.

You should revise that to include socks, although its hard to know exactly which ones were mine. Also, 1999 is off. Fall of 2000 was the jumping off point.....unless you count the OBE and Skek4, but they were not political.

It should be paid out to the citisens as a quasi-faux dividend. They could use it to be arm themselves against future government oppression and intrusion on their rights.
