For a guy, I'd get a moisturizer that has at least SPF15 so he can get some sun protection along with the moisture. And get one that is noncomedogenic. I've used Kiehl's and liked the Ultra Facial Moisturizer. But you can get perfectly good moisturizers at Target or the drug store and many of those don't look too foofy for guys. Check out Cetaphil, Purpose, Neutrogena and Nivea.
For sandpaper hands, you could check out a hand cream that has glycolic acid or some other exfoliant. I like Philosophy's Time on Your Hands (but it stings if you have cracks from the dryness). Or give him a sugar scrub on his hands to get the dead skin off and then a hand cream without glycolic acid. I also like the Kiehl's Ultimate Strength Hand Salve, Neutrogena Norwegian Formula, and Eucerin. On the higher end, the L'Occitane Shea Butter Hand Cream is decadently rich. I get really dry hands in the winter so I usually have several types of hand creams wherever I might need them.

I second the advice above. I have got the Mr. using products, and he uses the Nivea with CQ10 and SPF 15 on his face. Origins Night-a-mins cream currently for the evenings, but that alternates with whatever I buy for myself. He also really enjoys the Origins minty (I forget what it's called) sea salt in oil body scrub on his dry and rough hands.

Huge dissent. If you're a guy, DO NOT use any Nivea product on your face. You might as well be wearing face paint. I regularily use Oil of Olay Complete SPF 15 on my face (yes, I'm admitting to this - my face gets really dry b/c I usually shower 2x per day). Once, I borrowed some Nivea. It prevents you from sweating, until, all of a sudden, little beads of sweat appear everywhere. It's like an anti-perspirant for your face, blocking your sweat glands until your sweat is released en masse.
