In most elementary schools, the first is a prerequisite for the second, but perhaps you were fortunate enought to be raised in a more unstructured learning environment that did not enforce such archaic educational modes. Because math is hard.

IMHO, the collapse of the Soviet Union can be explained much like de Tocqueville explained the French Revolution -- things were shitty for a long time, but once there were a few steps towards reform, the whole thing fell apart because a rotten system could not keep pace with rising expectations for change. Gorbachev did not come to power to preside over the collapse of the Soviet Union, but what he started got away from him.
eta: Good job on finding the speech you were thinking of, but no reasonable person could read that speech and come away believing that Gorbachev thinks Reagan was the difference in the Cold War.

Dunno. Ask Club. It was his proposed rule. As for me, I'm concerned about the socially deleterious effects of required reading. For example, it might put a dent in my ability to weave TV references into every post.

Interesting point. Do I get credit for having "read" everything linked off my Google results pages? Answer: no. Club made it clear the invocation of the IIAB/CYLL rule requires the existence of a B, to wit, a book.
The Economist might qualify if both sides apply for a B waiver.
