Why is it okay for Bush when it was so highly inappropriate for Clinton?

Actually, I'm talking about the enemy our soldiers killed at Bush's orders. And the civilians killed by the mortars, shells, bombs, crossfire, etc. that were killed by our troops and planes at Bush's orders. Or are you suggesting that it's only an absolute wrong to kill Americans?
