I strongly disagree, if by what he's done you include the regulatory activity of government agencies.

In any event, however, if he wanted to seem like a moderate his effective and highly skilled PR juggernaut would be playing it that way. Instead, they're not. Bush's PR moves tend mostly to be all about sucking up to the base. He seems to want to be seen as a tough-guy movement conservative, who is at the same time a decent and caring man on a personal level. He's getting his wish.

P.S. The "rednecked Texan" jibes are about as valid as the "effete liberal" jibes at Kerry. Take your pick.
