I'm not sure what brought her here, but I think she stays because she does have a fairly guaranteed client base here. If she went somewhere else she'd have to start all over from scratch.
Part of her problem is that she's designing and running a retail business at the same time. If she could concentrate on the desgin and work on wholesale to boutiques, I think she'd do a lot better, but the transition will be tough. Especially because a lot of her clients are used to the personal attention from her. I've had lovely pieces made and designed personally for me, but that takes a lot of time, and the return isn't ever going to be as much.
The good news is that she is selling a little on the wholesale side in New York and to smaller boutiques in the area.
