As long as it doesn't feature animated talking fungus, keeping his socks on should do the trick.

how so? I've been to brunches in pretty restictive states that, for example, allow free and unlimited mimosas. how would California have prevented Coltrane's hangover?

It's not legal in Chicago either. No happy hours. No all-you-can-drink promos. And our home-ruled Chicago licensing commission is Stalinesque. This city is anti-business, especially when it comes to restaurants/bars. This particular bar does this all of the time, though. I suppose it's difficult to monitor a city with over 3000 bars.

Often the owners of the establishment don't know that they can't do it. Plus, if it's not a home-rule city with local enforcement, the liklihood of the ABC finding out is low. Even if the ABC is aware of it, they probably wouldn't care enough to do anything if it's a bunch of people sipping mimosas. However, if it's a bunch of college kids getting plastered on AYCD beer, that's a different story.
