Well, it's normally used to describe something that the speaker believes is unchangeable. "It is what it is" means you can't do anything to change the circumstances. The problem is that the phrase is often used when you can change the circumstances, and the speaker is lazily using it as an excuse to ignore the potential changes.

I attended a 65th birthday party at Gordon Ramsay at Claridge's in London last year in a private dining room. A lot of alcohol was consumed.
One of the guests, returning from the loo towards the end of the party, announced that Rod Stewart was sitting in the main dining room. Several other guests ventured out to confirm the sighting. Inevitably, a fairly bad rendition of "If you want my body" ensued. I think a good quarter of the guests chimed in. I can't imagine that the main dining room didn't hear it.

and this exception applies to almost all of the instances where the person who uses this phrase the most, has used the phrase. I mean if "mirage or illusion" extend to "hallucinations caused by a chemical imbalance in the brain."

I suspect that part of the reason my youngest sister lives in California, while the rest of us live here, is to be very far away from her tormenters. She's also quite a sweetheart. She does have a sort of jumpy fear in her eyes, though.
