IF you are talking about GWB, you are way off. He is absolutely right when he says one of the major problems with our system is that the ultimate consumer is insulated from payor decisions. The average american is too stoopid to understand that. He is also right about importing drugs from Canada. That would kill the stimulus for R&D that brings us all these life prolonging/saving meds. The problem is that countries like Canada and the european countries won't pay their fair share and the american consumer subsidizes the pharma R&D while the rest of the world benefits from it.
