The Germans and Japanese were about 7000 more advanced cultures and economies than the Arab street. If the Arabs didn't have oil, they'd still be riding around in the desert fighting one another, as they were through the 19th Century.

Actually, I think it's exactly this dynamic that keeps Kim Jong Il in power. Sure, he can sell nuclear technology to the Pakistanis and others, yell from the mountaintops that He Has Nukes, and make public statements that threaten, well, the United States.
