Hard to comment on something that is clearly excerpted from a larger work. I'd like to see it in full to get a sense of context. I suspect the manual speaks only to places where there have been perceived acts of voter intimidation in the past.

We invaded Afghanistan and less than 3 years later, they have held the first democratic elections there without barely a hitch.

Fair enough. But if true, I fear what is going to happen in this country on November 4. I really, really, really hope that the Dems do not turn this country into a banana republic, but I fear that the only way that has a chance of not happening is if Bush wins by at least 50.

Interesting. You seem to think that if the circumstances were different, the GOP-- as the calmer, more mature party -- would simply accept the initial results and not be screaming for a recount from the tops of the mountains.
