Look at this quote from the AP:

The reengineering of land/rivers that makes it possible to have deep-water ports in Idaho and Oklahoma is part of the problem, not a solution. if all we did was channelize the Miss. through the delta, but let it overflow the banks into unpopulated bayou, we would not have 50k homeless people in a flooded area. And if we put the port in baton rouge, we would have plenty of above sea-level land for all the dockworkers.
