Never been to the hotel, but have been to the town and to the amusement park that is there. If you're going to be staying inside, it probably doesn't matter when you're going. But otherwise, I'd say that the best times to go would be late spring/early summer/early fall.

The "factory" tour that we went on is a little misleading. They converted an old factory to a tour that you go on as a ride. They show videos projected on movie screens of how they make candies, pumping in the smell of Hershey's Kisses the whole time that you are going through. The ride ends, of course, at a store with more Hershey candy products that you can imagine.

They say that at certain times of the year, the entire town smells like chocolate. It did not when we were there.

Eat at the nice restaurant there. The Chocolate Martinis are absolutely mind-blowing.
