I don' t recall precisely for previous disasters, but I believe this is a pretty typical staging of things: disaster, shock of world, offer of help by other nations, take care of immediate needs, acceptance of help.

WFT are you talking about? How about "Yes, please, could you send the generators/pumps/tents/medical supplies now?"
I realize he's a busy guy, but surely somebody down at the State Department could have stayed over the weekend and coordinated this.
The resources being offered, in particular the generators and the pumps, are what are necessary to provide for basic, immediate needs.

You, having posted this again, rather than realizing you would come off better waiting for some other topic, caught now my interest. I'm often caustic in such situations, so perhaps you'll want to disengage.
generators/pumps/tents/medical supplies are all in stock at my local hardware, I just checked. We don't need em, but could use the $$$ to the Red Cross. we really don't need to be taking time out to be photo oping someone wanting to give up crap that would probably generate the wrong frequency electricity.

I think we are in agreement that one significant shortage is in transportation, which makes it somewhat problematic that the Feds can't be bothered to respond to offers for amphibious vehicles, helicopters, heavy transport planes and naval ships. Not to mention generators and pumps.

no we're not. Even Penske will agree that there are enough buses/boats/helicopters whatever. Penske's point was those sunken buses should have been moved- FULL OF PEOPLE- to high ground. But I've seen no evidence that more vehicles are really needed.

No shit, that's the point. N.O. presents an extremely difficult situation and one which I doubt could have been properly prepared for. The only solution is evacuation, and many people actually chose not to evacuate. Did you not hear that several hours pre-landing, that there were tons of people that refused to leave the city and instead thought it a good idea to party it up in the quarter? Once the levees broke, the game was over. Compare that with Mississippi, which is much more similar to the situations we have dealth with many times before and which did survived the storm much better.
