I am sure that someone has already answered this, but it stands for "Taking Care of Business." (I think that it is in the FAQ at the other place, although I could be wrong, and I am too lazy to check.)
The expression first popped-up (uh, sorry) on my radar screen during pepper's confession of engaging in a little bit of self-love in her office. I don't think that that could have been seven years ago. Maybe four.

I saw Kill Bill Vol.2. Much better than the first installment. I highly recommend it, especially if you like QT flicks.
