As a northerner I will admit I don't know a whole lot about racial issues elsewhere but it was always my perception that the south was WORSE for racial tolerance than the north? Don't want to start a whole discussion on this -- just curious what this "up south" thing means.

Trying to nip this one in the bud, let's just say that it's a fairly complicated issue, and population diversity, history, economics, and other factors play roles. Let's also say that you're more likely to have race relation problems in places where there is more than one race.

Burger's comment plays to this perception. You see, Boston is in the NORTH. However, Boston is perceived as being an area of extreme racial intolerance. Thus, by referring to Boston as "up [i.e., north] south [i.e., racially intolerant" the idea of racial intolerance as an anomaly in the north and the norm in the south is reaffirmed.

I think he means Boston is the equivalent of the South in the North because of racial intolerance. He wasn't comparing the two.

Yez, although really I wasn't trying to make an actual comparison, other than use a phrase I thought was more widely used than apparently it is, that derives from the perceptions of others that Boston's racial (in)tolerance is similar to that in the south.
