I for one think the parrot talk is baseless. Rice and Bush are always saying the same thing not because Rice is parrotting the President: it's the other way around. Which is appropriate, actually. She's much more qualified to do foreign policy analysis than Bush is, even if I disagree with many of her analyses. Not a knock on Bush: he just hasn't spent his entire life doing foreign policy.
As to the lack of fanfare for her being the first black woman secretary of state, she's not the first woman, she's not the first black person, the combination just doesn't carry as much oomph, although it has been noted in the media as a first and given due. Generally, I think the gender and race of an appointee are gradually get less play over time (I'd think Republicans would see this as a good thing), with a last hurrah for the issue when the top spot is filled by a) a minority for the first time and b) a woman for the first time. Perhaps that person will be one and the same, getting it out of the way all at once. Rice2012 anyone?

Congress is voting to increase the debt limit by another $800 billion. Not that they have much choice, but they opted not to impose any conditions of fiscal responsibility.
"Completion of the debt limit measure would raise the government's borrowing limit to $8.18 trillion. That is $2.23 trillion higher than when Bush became president, and more than eight times the debt President Reagan faced when he took office in 1981."
The above illustrates one reason why the facile response -- "but the deficit isn't at an all-time high in GDP terms" -- so badly misses the point.
Sigh. At least I'll get another huge tax cut.

The DeLay thing has me a bit more pissed at the moment. Its pretty much the height of hypocricy for social conservatives to prepare for his indictment by circling the wagons. The debt I'll get over. Inflation is going to mootify it anyway.
