If someone's ancestors went from Scotland or England to Ireland, and was there from the early 1800's, can't they call themselves Irish? Is there a vesting convention?

In other news, a new client's secretary just gave me some great phone -- a concept that is hard to define, but you know it when you see (hear) it. Basically, it's an entirely proper-on-the-surface conversation with just a hint of salaciousness undereneath, usually accompanied by flirtatious laughter.
It is a skill that many secretaries/assistants for high level executives and/or rich dudes (this client is a rich dude) seem to have. Fenwick thinks that there's a school that teaches them this skill.
